Envirosafe – Case Study

Health and Safety Oversight at High-Level Works at Tulketh Mill

To ensure the restoration works of the chimney’s structural integrity while adhering to stringent safety standards

Background:

Tulketh Mill, a renowned Grade II Listed Industrial Cotton Mill in Preston, Lancashire, has been an iconic symbol of the region for over a century. With its historical significance deeply intertwined with the local textile industry’s history in the 19th and 20th centuries, the mill complex, comprising several interconnected buildings, faced a pressing issue. The mill’s chimney, an integral part of its heritage, had exhibited signs of deterioration over time, raising concerns about potential safety risks to the surrounding area. Envirosafe was entrusted with the critical responsibility of overseeing health and safety, issuing permits to work, and monitoring safety systems during the restoration of the chimney while preserving its historical importance.

Project Scope

Envirosafe’s primary objective was to ensure the restoration works of the chimney’s structural integrity while adhering to stringent safety standards without compromising its historical aesthetics. The restoration was vital for the chimney’s stability, longevity, and public safety. The scope of work encompassed the following areas:

Structural Assessment: A comprehensive structural assessment of the chimney was conducted to identify decay, damage, and potential weaknesses.

Planning: Envirosafe consultants developed safe working practices to run alongside a meticulous restoration plan that carefully balanced historical preservation and structural stability.

Health & Safety Oversight: During the restoration process, Envirosafe implemented and oversaw safety measures to protect workers, the surrounding areas, and historical assets.

On-Site Inspections: Thorough on-site inspections were carried out by Envirosafe to ensure that the chimney works met the safety requirements identified within the risk assessments produced by the contractors.

Envirosafe consultants were an integral part of the project management team. They were instrumental in overseeing the safe execution of the project. CityGroup Facilities Management, who managed the works, tackled the project with a multidisciplinary team, including structural engineers, steeplejacks, historic preservation specialists, and health and safety experts. Critical aspects of the execution included:

Access Setup: Envirosafe ensured the proper set up of steeplejack ladders and modular platforms, ensuring safe access to the chimney’s various heights.

Health and Safety Oversight: Envirosafe provided comprehensive health and safety oversight, ensuring the protection of workers and surrounding areas throughout the restoration process.

Final Safety Inspection: Envirosafe conducted a thorough final inspection to confirm that the restored chimney met the safety standards outlined in the condition report.

Through Envirosafe’s diligent oversight and commitment to health and safety, Tulketh Mill’s iconic chimney was successfully restored, preserving its historical significance while ensuring the safety and well-being of all involved. This project exemplifies the crucial role Envirosafe plays in safeguarding both heritage and safety in restoration endeavors.
